Tax Revenue for Economic Enhancement

In the sphere of public service and the enhancement of revenue collection, the alliance between All Government Matters (AGM) and SAMDA-IT Consult stands as a testament to innovation and cooperative effort. The introduction of the CityRev initiative has revolutionized the Municipal and District Assemblies (MMDAs) across Ghana, marking a significant shift in their operational dynamics.

SAMDA-IT Consult has been instrumental in ushering a new epoch of unparalleled achievement in terms of revenue generation and transparent accountability, thanks to the sustained application of the CityRev software. This leap in efficiency and effectiveness has not only fortified the fiscal foundations of the MMDAs but has also rekindled trust in the integrity of the system. The project mirrors its own success through its substantial impact on enhancing revenue collection processes. CityRev has emerged as an indispensable asset in the pursuit of financial self-reliance and the promotion of better governance, , with a planned migration to the latest available version.

The readiness of MMDAs to adopt CityRev as a durable solution for augmenting revenue collection, ensuring accountability, and fostering development within local communities is commendable. Their ongoing endorsement is a testament to the project’s intrinsic worth and the promising prospects it signals for the future of revenue administration in Ghana. Ghanaian local governments

The TREE project is about Building more effective Public Administration with a focus on Taxation, Communication and Institutional development. The overall objective of the project is to realize a sustainable increase of local tax revenues to finance improved basic services to the citizens of the Metropolitan, Municipal and District Assemblies (MMDAs) involved.

Several challenges

Ghanaian local governments faced several challenges preventing them from raising more revenue from property taxes. These challenges included limited access to information about properties such as location, ownership and accurate valuations. Together with VNG International we developed a systems approach for 33 Ghanaian local governments seeking to sustainably increase property tax revenues. This approach was initiated in 2018 through the Tax Revenue for Economic Enhancement (TREE) project, spanning five years across local governments in the Western, Central and Ashanti regions.

The project was implemented in partnership with the Dutch Embassy in Ghana, the Ghanaian Ministries of Finance, Local Government and Rural Development, and three regional Ministries.

Next to property tax, several MMDAs use the implemented application of All Government Matters to support Business Operating permits, Rental tax and taxation of Temporary commercial structures.

Because the application can handle any type of Tax, Revenue, Fees and Fines, on going discussions take place to collapse more and more Revenue types on the taxMan (now CityRev) application.
